SIM Card Registration on a Biometric Handheld: The XH-100 in Venezuela

Telecom KYC · SIM activation · XH-100 handheld · Shenzhen factory audit · Fingerprint 1:1 binding

Quick answer: SIM registration fails on evidence rather than hardware. The agent has to prove who stood in front of them, which document was shown and who approved the activation. One handheld that reads the ID chip by NFC, binds the applicant to the account with a 1:1 fingerprint match, and stamps each step with time, place and agent identity produces that proof in a single record.

A telecom asked us to supply XH-100 biometric handheld terminals for SIM card registration in Venezuela, and the team came to Shenzhen to audit the factory before placing the order. That sequence is worth noting: nobody should be shipping a fleet of identity-capturing devices to an operator they have never seen the line produce.

The rest of this note is not a description of their software, which is their own. It is what SIM registration demands of a handheld, which features of the XH-100 carry that load, and the checks that belong before a shipment rather than after.

What SIM Registration Actually Asks For

Regulators set their own lists, and they differ by country. Almost every list contains the same four elements, and each one maps to something the device has to be able to capture:

The second element is the one that decides the hardware. A phone camera and a form-filling app satisfy nothing here: without a certified capture path and a record format the operator can re-check later, the binding cannot be evidenced.

The Configuration We Build on the XH-100

The XH-100 carries the three captures these programmes ask for, plus the radios and battery to use them away from a counter. The table below separates what the device provides from what your application decides.

Registration stepWhat the device providesDecided by your application
Read the identity documentNXP NFC supporting ISO/IEC 14443 A and B and MiFare S50/S70 at 0-5 cm; 2D imager for barcodes, Data Matrix and optional OCRWhich documents are accepted, and whether the chip is read or only the printed data
Bind the subscriberOne fingerprint module selected at order stage: FAP10 capacitive, FAP20 or FAP30 optical1:1 verification against the enrolment record, and the template or image format expected

Two specifications are decided at order stage and cannot be swapped later without a new build: the fingerprint module, and any additional reader such as an ID card decoder. Both sit inside the same SDK, so one integration covers card reads and capture. Background on choosing a module is in Biometric Terminal Fingerprint Modules, and the FAP definitions are set out in FAP 10, FAP 20 and FAP 30.

Why a Handheld Rather Than a Tablet

Registration happens at a counter and, more importantly, away from one. A 400 gram device that an agent holds in one hand while taking the documents from a customer finishes more registrations per day than a 1 kilogram tablet that has to be laid down each time. The XH-100 also ships a physical scan trigger and a faster wake-up, which matter more over eight hours than screen size does.

The XH-100 combines NFC credential reads and fingerprint capture in one handheld.

The counter argument is real: where operators also need a document scan, a signature pad or a captured face image shown side by side, a two-sided terminal or a tablet is the better shape. We covered that trade-off in What Is a Biometric Tablet?

What the Factory Audit Found Time-Well-Spent On

The team walked the floor before ordering, which is the part we would ask every first-time customer to do. Design, assembly, firmware loading, burn-in, serialisation and outgoing inspection run in our own 2,000 square metre facility in Shenzhen on three production lines, with five inspection gates and every unit serialised back to its production record. Standard and customised builds go through the same flow.

Two things we would push any auditor to check, whether here or anywhere else. First, that the fingerprint module and the SDK on the quoted unit are the ones you will receive in volume, because a swap changes both lead time and certification. Second, that the acceptance criteria you agree before sampling are written down, because that document is what the outgoing inspection is measured against.

Sample quantities start at two units, with the sample built in about three days and production running about 25 days from sample approval. That is short enough to validate a configuration properly rather than trusting a datasheet. See what you can check about our factory and certification support.

Four Things to Settle Before Shipping to Latin America

Frequently Asked Questions

Do you have to use NFC for SIM card registration?

No. NFC is used when the identity card carries a chip and the programme wants to read it rather than keying the details by hand or trusting the printed data. Where documents have no chip, the 2D imager reads the barcode or the machine-readable zone instead. Which route you take is set by the documents your regulator accepts, not by the device.

Which fingerprint module suits SIM registration: FAP 10, FAP 20 or FAP 30?

FAP 10 is a compact capacitive module that suits single-finger 1:1 checks at a counter or a doorstep. FAP 20 and FAP 30 are larger optical platens, chosen when the programme must produce a fingerprint record that meets a higher image standard. One module is selected at order stage, and the model, capture area, image dimensions and SDK output formats are confirmed for your build before production.

Can registration continue without a network connection?

Yes, and for field registration it has to. The device has to store completed records locally and upload them when connectivity returns, with each record carrying the time, location and agent identity captured at the point of enrolment. That behaviour lives in your application and should be part of the acceptance test rather than an assumption.

What should be confirmed before shipping to Latin America?

Four things: that the LTE bands on the build match the carriers you will actually use, the plug type and language of the build, whether any market-specific conformity certification has to be produced with the shipment, and how repair or replacement will be handled once units are in the field. Each of these is cheaper to settle before production than after.

What did the factory visit cover?

Design, assembly, firmware loading, burn-in, serialisation and outgoing inspection in our own 2,000 square metre facility in Shenzhen, across three production lines, with every unit serialised so a delivered device traces back to its production record. A factory audit, on site or by video, is arranged before the first order, and the same 3-day sample and 25-day production flow applies to the standard and customised builds.

Planning a SIM Registration Fleet?

Tell us what your regulator requires, which documents your agents accept, and whether registration happens at a counter or door to door. We will say plainly whether the XH-100 configuration fits, which fingerprint module we would specify, and what has to be verified before shipment to your market.
